S-Bahn Passenger Died after having been Beaten Up
A German S-Bahn (urban railway) passenger has died some days ago after he has been beaten up by some youths. The man wanted to protect four smaller kids from the youths who wanted to press money from them. When they left the railway together (the man had called the police before) the youths attacked him. They hit and kicked him several times and then escaped. The man died.
There have been several people at the train station who would have been able to help, but nobody did. They were probably afraid of getting hit themselves and thought that the man would only be injured after the attack. I am sure that nobody would have refused to help if they knew that they could save the man's life.
Political claims
Now bavarian politicians from the CSU want to increase surveillance cameras, because there was a surveillance camera at this station and the culprits were able to be caught.
The labour union of the police instead wants to increase the number of supervision personal and policemen. Considering the past few years when both policemen and railway personal was reduced this seems to be a reasonable reaction.
In regions where there are more officials in railways there are also said to be less troublemakers. When there is no personal around youths also scratch the windows and cut or inscribe the seats.

I think it's because each person thinks that someone else will help. The more people are around you, the less are the chances that you'll get some help. Of course, in the situation, you mentioned, fear must have played a huge role, too.
